To safeguard against fraud, some institutions do not allow educational agents to upload entire applications on behalf of their students.
If an application’s status is ‘Incomplete Application’, you have reached the limit imposed by the institution and can no longer ‘Update’ the application.
You must wait for the applicant you represent to upload the rest of their application themselves. Once they complete and submit the necessary information, the admissions office at the chosen institution will be alerted and can process and review the application. If the completed application is approved, the institution may then decide to send the student a 'Conditional Offer' or and 'Unconditional Offer', or they may reject the application.
